BALUG doesn't meet in the time frame you'll be in San Francisco (SF)
(next BALUG meeting is 2016-01-19), however ...

There's Bay Area Debian (BAD) http://bad.debian.net/
It also doesn't meet in the time frame you'll be in SF,
however it's not unprecedented for visiting Debian folks to
post on the list there (need to be subscribed to that list first)
to have an in-formal Debian get together (not an "official" BAD meeting).

There are also various [L]UG meeting in the time frame you'll be in  
SF, that are in,
or potentially reasonably close enough, to SF.
E.g. there's:

And in Berkeley we have (very reachable from SF via BART):

For keysignings, BAD is probably the group that does more keysignings  
than any other
