Dvorak with international keys

Hi all,
I've been trying (and failing) to get Dvorak /and/ some form of foreign
accent input (preferably dead keys) working simultaneously.
A long series of web searches has found a few pages with partial answers:

Currently, I've followed the instructions in the second file and put the
following lines in my xorg.conf.
"XkbRules"     "dvorak"
"XkbModel"     "pc101"
"XkbLayout"     "dvorak"
"XkbVariant"     "international"
"XkbOptions"     "compose:ralt"

It doesn't seem to work...any advice would be greatly appreciated.
