it's a simple pair of Perl CGI scripts that I found on the Net and
further hacked just a bit, to bring them up to date.  Brief article here:

Tool is suitable for situations where a wiki is too much cruft:  There's
no database, no (built-in) version control, no multiuser access controls.
Just a Yahoo-like Web directory in a small number of lines of Perl.
