Have you seen the HOWTO's?  They're in this directory:

  /usr/share/doc/HOWTO/en-txt

compressed initially, but look for these files:

  Winmodems-and-Linux-HOWTO
  Linmodem-HOWTO
  Modem-HOWTO

That last one is a good place to start.
