So, had a long talk with Ted T'so this morning.

1) the comments in init scripts are _NOT_ a requirement for Debian (or
other dists) it is a requirement for 3rd party packages to be lsb
complient.  Debian must provide a /usr/lsb/foo script to read the
comments and turn it into /etc/rc?.d/S??Foo. YAY!  In other words, dist
packages may not be individually lsb complient without hurting the OS as
a whole.

2) the run level thing.  Needs more attention and may not be that big of
a deal.

Wanted to clear up any FUD I may have spread last night.
