I don't have anything concrete to point you to. I do know that companies such
as IBM have done white papers on this type of business case, not sure where
they could be found.
When I worked at Taligent there was similar type white papers written on
development tools, but they were proprietary.
The point is that this has been kicked around IS departments as well as ISVs,
these requirements have not changed much in the last 10 or 20 years...the
audience has grown though...
Funny I got your reply, but didn't get my original message sent to the
