It absolutely is, even for a small shop - but I'd say you're better
off getting your general skills up to par first: learn bind,
exim/postfix/sendmail, fiddle with backup software, build a mess of
kernels, play with packet filtering ...

CFengine is about automation, and a working cfengine config reflects
the practices, workflow, and general outlook of the sysadmin(s) using
it.  Best to get those things ironed out before you try to automate
them.
