Sure enough, you are right -- however, neither dpkg -l nor dselect shows
the epoch in the package listings, although it is stored in
/var/lib/dpkg/(available|status).

Adding the epoch did fix the problem.  Thanks.

I'll file a bug report about the issue of the tools...
