q about init and power states

The power stuff in inittab is for UPS things.  APM is separate,
handled by /etc/init.d/apmd and /etc/apm/*.d.  Strictly speaking,
APM activities have little to do with power (in the UPS "impending 
outage" sense) and much to do with suspending and resuming.

As a result, the startup/shutdown cycle is of little interest for APM.
